China-Britain Business Council Membership

On 5th March 2024, Elite Capital & Co. Limited proudly became a full member of the China-Britain Business Council (CBBC), thereby strengthening its economic, political, and financial influence globally. This strategic move aligns with the company’s vision of supporting government projects through the Government Future Financing 2030 Programme, a key initiative in driving future financial collaboration.

The CBBC plays a pivotal role in fostering and enhancing bilateral relations between the United Kingdom and China. With its close ties to the UK Government and devolved administrations, as well as to the Chinese Government at the national, provincial, and municipal levels, the CBBC facilitates cross-border communication and cooperation. Additionally, it maintains strong connections with the British and Chinese Embassies, positioning itself as a cornerstone in facilitating trade, investment, and diplomatic engagement.

The history of the CBBC dates back to the early 1950s when British businesses were amongst the first to establish commercial ties with Communist China. Initially, the 48 Group of Companies, founded in April 1954, was instrumental in promoting these relationships. Concurrently, the British Government established a semi-official trade body, the Sino-British Trade Council, which was responsible for promoting British participation in trade fairs and exhibitions in China. Despite the UK being the first Western nation to recognise the People’s Republic of China, full diplomatic recognition by the PRC of the UK did not occur until 1972.

In 1991, the China-Britain Trade Group (CBTG) was established following the merger of the 48 Group and the Sino-British Trade Council, initiated by the UK Department of Trade and Industry at the time. This marked a new phase in the formalisation of UK-China trade relations.

The early 1990s witnessed a resurgence of high-level visits between the two nations. Notably, in November 1992, Vice-Premier Zhu Rongji became the first Chinese leader to engage in a seminar with British businesses within the UK. This significant event, held at the Stock Exchange, included presentations from privatised industries and was organised by CBTG in conjunction with the Stock Exchange.

In 1998, the organisation adopted the name “China-Britain Business Council” to more accurately reflect the growth and diversification of business activities between the UK and China. This renaming signified a broader scope encompassing not only trade but also investment, licensing, and other critical forms of business activity.

A particularly historic moment came in November 1999 when the UK hosted its first head of state from the People’s Republic of China, President Jiang Zemin. The CBBC played a central role in this event, hosting a business lunch at the Banqueting House, which further solidified the Council’s role as a pivotal player in UK-China relations.

The CBBC’s 65th Annual General Meeting in September 2019 was of significant importance, marking the Council’s long-standing commitment to fostering UK-China relations. During this meeting, Sir Sherard Cowper-Coles was appointed as the new Chair, while Lord Sassoon was nominated to become the CBBC’s inaugural President.

Legal Entity Identifier (LEI) Code: 254900NNN237BBHG7S26

Elite Capital & Co. Limited has been assigned a 20-character alphanumeric Legal Entity Identifier (LEI) Code: 254900NNN237BBHG7S26. This code was issued by Bloomberg Finance L.P. (Bloomberg), an accredited issuer appointed by the Global Legal Entity Identifier Foundation (GLEIF). The LEI initiative is a global reference data system designed to uniquely identify every legal entity or structure involved in financial transactions, regardless of jurisdiction.

Global LEI System (GLEIS)

Endorsed by the G20, the establishment of the Global LEI System (GLEIS) is a critical step towards enhancing the measurement and monitoring of systemic risk in financial markets. By providing a standardised, globally recognised identifier, the LEI enables regulators and organisations to more effectively assess and manage counterparty exposure. It also addresses long-standing challenges related to entity identification across different jurisdictions.

To facilitate the global allocation of LEIs, Local Operating Units (LOUs) have been established. These units, sponsored by local regulators, are responsible for assigning and maintaining LEIs on a cost-recovery basis.

Regulatory Mandates

The use of the LEI has been mandated by several regulatory authorities, including:

  • European Securities and Markets Authority (ESMA): Under the European Market Infrastructure Regulation (EMIR), LEIs are required for reporting derivative transactions to trade repositories.
  • Markets in Financial Instruments Directive II (MiFID II): Market operators must collect an LEI for each issuer with securities admitted to trading. Investment firms subject to MiFID II are required to maintain a valid LEI.
  • Market Abuse Regulation (MAR): Firms subject to MiFID II transaction reporting obligations cannot execute trades on behalf of clients eligible for an LEI unless the client possesses one.

G20 Countries (Alphabetical Order)

The G20, which endorses the LEI initiative, comprises the following member countries and entities:

  • Argentina
  • Australia
  • Brazil
  • Canada
  • China
  • France
  • Germany
  • India
  • Indonesia
  • Italy
  • Japan
  • South Korea
  • Mexico
  • Russia
  • Saudi Arabia
  • South Africa
  • Turkey
  • United Kingdom
  • United States

Bloomberg Finance L.P.

As an accredited issuer of the LEI, Bloomberg Finance L.P. serves as a Local Operating Unit (LOU) within the Global Legal Entity Identifier System. Bloomberg is responsible for the registration and administration of LEI records across over 200 countries, ensuring global coverage and compliance with international standards.

The LEI is designed to uniquely identify legal entities participating in financial transactions, thereby enhancing transparency and reducing risk in the marketplace. The standard for this identifier and its associated reference data is established in ISO 17442, which has been widely adopted for global use.

Bloomberg also provides a free public database of all LEI data it manages, offering users access to valuable information for researching entity identification, risk, and exposure.

Bloomberg’s Role in Global Finance

Bloomberg, a global leader in business and financial information, empowers influential decision-makers by connecting them to a dynamic network of information, people, and ideas. The company’s strength lies in delivering real-time data, news, and analytics through innovative technology, ensuring accuracy and speed.
